Background of the Study
Maternal healthcare financing remains a crucial determinant of maternal and infant health outcomes, especially in low- and middle-income countries like Nigeria. Government policies on healthcare financing play a pivotal role in ensuring equitable access to quality maternal health services, particularly for vulnerable populations. The World Health Organization (WHO, 2024) emphasizes that effective healthcare financing reduces maternal mortality by improving access to antenatal care, skilled birth attendance, and postnatal services.
In Nigeria, government policies on maternal healthcare financing have evolved over the years, with initiatives such as the Basic Healthcare Provision Fund (BHCPF), the National Health Insurance Scheme (NHIS), and various state health insurance schemes. However, despite these efforts, many pregnant women still face financial barriers that hinder their access to essential maternal healthcare services. Kwara State, in particular, has implemented various financing strategies, including free maternal and child health programs, subsidized health insurance, and public-private partnerships. However, challenges such as inadequate funding, poor policy implementation, and inefficiencies in healthcare service delivery persist (UNICEF, 2024).
This study aims to investigate the effectiveness of government policies on maternal healthcare financing in Kwara State, assessing their impact on healthcare access, affordability, and utilization. The findings will provide insights into policy gaps and recommend strategies for improving maternal healthcare financing.
Statement of the Problem
Despite the presence of government-led maternal healthcare financing programs, maternal mortality and morbidity rates remain high in Kwara State. Many pregnant women still rely on out-of-pocket payments, making healthcare services unaffordable for low-income families. According to recent reports, the poor implementation of government policies, insufficient funding, and lack of awareness about health financing programs contribute to limited access to maternal healthcare (Gavi, 2024).
Additionally, corruption, inefficiencies in resource allocation, and weak healthcare infrastructure further undermine the effectiveness of existing policies. If maternal healthcare financing is to achieve its intended impact, there is a need for a critical evaluation of government policies and their effectiveness in addressing financial barriers to maternal healthcare in Kwara State.
